Executive Director

Robert Aitken III serves as Executive Director of Leech Lake Financial Services. He holds a law degree from the University of North Dakota School of Law and a Bachelor of Arts in Organizational Management from Gustavus Adolphus College. Robert is a certified financial trainer and coach and is an enrolled member of the Leech Lake Band of Ojibwe.

HUD-certified Coach / Loan Officer

Lynn Allen has served the Leech Lake Financial Services community since 2015. As a HUD-certified Homeownership Coach, Loan Officer, and financial trainer, she works closely with clients throughout the home-buying process while helping them build stronger financial futures. Lynn is an enrolled member of the Leech Lake Band of Ojibwe.

Lynn brings more than 30 years of banking and nonprofit financial management experience to Leech Lake Financial Services. She is passionate about helping individuals and families strengthen their financial futures and holds a certification in Financial Capability through the NeighborWorks Center for Homeownership Education & Counseling.

Coordinator

Jessica holds an Associate of Arts degree from Saint Paul College and is certified in Financial Capability and Homebuyer Advising. Jessica helps support Financial Wellness, Credit Building, and the HomeChoice programs serving the Leech Lake community. Jessica is an enrolled member of the Leech Lake Band of Ojibwe.

Community Development Director

Randy has a B.A. and M.A., and extensive Tribal Government management and administration experience. He has experience in grassroots community development, nonprofit development, and management. He has served on a number of organization boards, including regional development commissions. He is an enrolled member of the Leech Lake Band of Ojibwe.

Project Development

Larry Refsland joins LLFS with decades of real estate and lending experience. Having served as President of Western Bank in Cass Lake for over 10 years, he knows the community and understands its needs and opportunities. His background includes a career in real estate sales starting in the Twin Cities in the 80’s. He moved into lending in the mid-90’s and specialized in new-construction financing.

Project Development

Dan Evans holds a BS degree from BSU and brings over 40 years of experience in regional economic and business development. Dan has successfully operated a resort, restaurant, and consulting company. He previously served as Commissioner of Development for the Wisconsin Ho-Chunk Tribe and as Economic Development Director for the White Earth and Leech Lake Bands.

Financial Planning & Analysis Manager

David applies data analytics and financial modeling to community development finance. He leads financial oversight on an affordable housing development and a workforce development initiative tied to housing stability. He holds a Bachelor of Business Administration in Finance and the FPAC credential from the Association for Financial Professionals.
